The State Department is warning Americans to defer all travel to Peru as "an upsurge in terrorist violence . . . has significantly increased danger to travelers." And many parts of the country, including Lima, are "designated as emergency zones" (martial law zones).
The department also has issued a travel warning for Colombia, urging that visitors exercise extra caution due to the recent prison escape of several drug traffickers. The advisory notes that kidnapping for ransom or political purposes is an ongoing threat, although tourists usually are not targets.
