Prudential-Bache Securities, an investment banking and brokerage firm, has appointed Christopher B. Shafer vice president of investments in the Buffalo office. The Bank Management Institute at the University at Buffalo has named David J. Hinman to its Policy Council. He is vice president and Buffalo area business director for Citibank. He also serves as chairman of the institute's Alumni Advisory Committee.
