STATE MAY USE INMATES TO FILL SOME PRISON JOBS

New York is planning to use state prison inmates to replace power-plant workers, heavy-equipment operators and other civilian prison employees laid off because of the budget deficit, a newspaper reported today.

The state is developing the new policy despite objections from unions representing corrections workers, according to memos obtained by the Times-Union of Albany. Union leaders said the program is especially risky at a time when guards who might otherwise be supervising the inmates were being laid off.
