Norstar Bank has promoted Rita K. Atwood to vice president and compliance officer at the Fleet/Norstar Service Center. She joined the bank in 1976 as a teller and was promoted to systems and procedures officer in the Operations Division in 1983. She later was named an operations officer and subsequently was elected an assistant vice president. She is a graduate of Niagara County Community College. She lives in Lewiston.

The Western New York Veterans' Housing Coalition Inc. has elected William C. Lyons president of its board of directors. He is vice president and regional executive of Central Trust Bank. He served in the U.S. Army during the Vietnam Conflict and has been a long-time advocate for veteran's rights.

Other coalition officers are: vice president, Jerry Bowman; secretary, Douglas Jon Usiak, and treasurer, Jon. V. Zucarelli.

Peter J. Schmitt Co. Inc., 355 Harlem Road, West Seneca, has named W. Earl McCartney vice president of corporate administration. He will oversee the company's human resources, labor relations, communication, legal, risk management benefits and loss prevention departments. McCartney joined the company in 1986 and previously served as vice president of administration for the Northeast Region. He also currently serves as treasurer of the Peter J. Schmitt Credit Union and recently completed his second term as chairman of the company's President's Management Council. McCartney earned a bachelor's degree from Pennsylvania State University and a master's degree from the University at Buffalo. He lives in Alden.

Peter J. Schmitt also announced that David A. Pestka will assume administrative responsibility for the Northeast Region in addition to his current duties at controller of the region. He is a graduate of Niagara University and is a resident of East Aurora.

Volland Electric, 1511 Niagara St., has announced the following appointments in its Customer Service area: Marilyn DiGiacomo has been named a field sales representative; Tom Pawlak has been appointed senior sales engineer; Jim Tuohy has been named senior application engineer, and Greg Madejski has been appointed director of technical services.

The American Institute of Real Estate Exchangors has designated Russell J. Gullo a Certified Exchange Adviser. He is president of R.J. Gullo & Co. Inc., a locally-based real estate exchange facilitator.

Reeds Jewelers has announced that Richard F. Kapelewski has earned the professional designation of certified gemologist from the American Gem Society. The designation qualifies Reeds for membership in the society. Kapelewski is manager of the company's Boulevard Mall store.

The West Side Business & Taxpayers Association has re-elected Ronald A. Carnevale to his fifth consecutive term as president. He is an employment counselor with the Buffalo and Erie County Private Industry Council and part owner of Elegance Optique, a retail optical establishment in the Sheridan-Delaware Plaza.

Other officer are: vice president, Robert J. Gunning Sr.; secretary, Elizabeth Irving; treasurer, Vincent J. Sicari, and sergeant-at-arms, Paul D. Murphy.
