After a failed attempt to amend Canada's constitution, Prime Minister Brian Mulroney said Thursday Canadians must find new ways to rebuild, not abandon, federalism.

Mulroney announced a special joint parliamentary committee to devise a new constitutional amending process that would help modernize the constitution and prevent the country from breaking up.

Noting Europe's move toward a new form of federalism, Mulroney said, "Why would we swim against the tide of history by abandoning our federal system? The road Europeans are about to take is one that Canadians have already traveled."
