GULF CRISIS SHOWS NEED TO SEEK LASTING PEACE

We must not go to war with Iraq. I am not against all wars, but I am convinced that war in this case would be a tragic mistake. I believe we must allow the sanctions to continue, and I believe the president does not have the right to declare war without the consent of Congress.

I also believe that this crisis offers us an opportunity to begin talking about the problems that beset the Middle East and affect the world. This is the time to discuss water rights in that area and the regionalization of profits from oil sales.

Boundary settlements must be made, or we will just continue to go from one crisis to another. We should work toward the demilitarization of the region under the United Nations and regional supervision.
