The Connecticut-based Amica Mutual was the top-rated automobile insurance company doing business in New York state in 1989, the state Insurance Department reported Monday.

The department's rankings are based on legitimate consumer complaints as a percentage of the company's New York state premiums.

Joining Amica in the top 10, in descending order, were Foremost; Statewide; USAA; Chubb; Tri-State Consumer; Farm Family Mutual; Home Mutual of Binghamton; Atlantic Mutual, and New York Casualty.

According to the department, the 10 worst performers, in ascending order, were Eveready; AIG; Country-Wide; Electric; Home; Worldwide Underwriters; CIGNA; Fireman's Fund; Eagle, and Crum & Forster.
