Harrison Division of General Motors Corp. has promoted Deborah L. Parkins to public affairs manager. She joined GM in 1988 as a community relations representative and a year later was named community relations manager for the Saturn Corp. in Spring Hill, Tenn. She is a graduate of Freed-Hardeman College. She will relocate to Western New York.

Lockport Savings Bank has named Stephanie J. Rockwood assistant vice president and auditor. She previously was an assistant vice president for Marmid Life Insurance, a subsidiary of Marine Midland Bank. She holds bachelor's and master's degrees from Niagara University.

Gaines Emhof Metzler & Kriner, a certified public accounting firm with local offices in the Buffalo Hilton Hotel at 120 Church St., has admitted Rocco Surace, Michael E. Tober and Richard W. Wojciechowski into partnership.

Surace, a graduate of Niagara University, joined the firm in 1980. He is responsible for management consulting services.

Tober has been with the firm since 1979, most recently as the audit department manager. He is a graduate of Canisius College.

Wojciechowski joined the firm in 1983 and has been manager of the tax department. He also is a graduate of Niagara University.

Delaware North Cos., One Delaware North Place, 438 Main St., has named Stephen B. Manion general manager of Fox Valley Greyhound Park in Appleton-Green Bay, Wis. Fox Valley is owned by Wisconsin residents and managed by Sportsystems Corp., the pari-mutuel subsidiary of Delaware North.

Manion is an attorney and joined Delaware North in 1982 as assistant general counsel. He serves as a director and officer of several company-owned pari-mutuel operations. Prior to joining Delaware North, Manion was assistant general counsel for Dunlop Tire and Rubber Corp. Before that, he worked for the local law firm of Jaeckle, Fleischmann & Mugel. He is a graduate of Harvard University and Cornell University Law School.

Bein Riley Design, a design and advertising firm at 1160 Main St., has appointed Susan Hough computer design manager. She will be responsible for the production of a variety of promotional pieces, corporate identity and publication design, package design and advertising campaigns.
